Montenegro introduces summer restrictions for trucks. Limits on key routes

Montenegro is introducing a summer system of restrictions for trucks over 7.5 tonnes. The bans will cover the most important transit and tourist routes, and at the peak of the season they will apply every day until midnight.
Montenegro is introducing an extensive system of summer restrictions for heavy transport. The new Police regulation covers the period from 25 May to 15 October 2026 and, during the peak holiday season, will significantly limit the movement of vehicles over 7.5 tonnes on key transit and tourist routes. The ban was introduced due to the expected increase in traffic during the summer season and the need to ensure smooth traffic flow and safety on the most heavily used road sections.
Key restrictions for trucks
❌ Traffic ban in the 2026 summer season
From 15 June to 15 September 2026, a traffic ban will apply:
- Monday to Friday: 19:00–24:00
- Weekends: 17:00–24:00
The ban covers the country’s main routes:
- M-1: Debeli Brijeg – Herceg Novi – Kotor – Tivat – Budva – Bar – Ulcinj – Sukobin
- M-2: Podgorica – Sotonići – Petrovac
- M-2: Podgorica – Mioska – Kolašin
- M-10: Podgorica – Cetinje – Budva
❌ All-season restrictions from May to October
Additionally, from 25 May to 15 October 2026, permanent restrictions will apply on selected sections:
- R-1: Kotor – Trojica – Krstac – Cetinje, traffic completely restricted from 07:00 to 24:00
- R-1: sections Kotor – Njeguši – Cetinje, directional and time-based traffic restrictions from 08:00 to 15:00 and from 14:00 to 19:00
- R-25.1: Međuvršje – Lovćen, from the parking area to the Mausoleum, completely closed
Exemptions from the ban include, among others, emergency vehicles, road and technical services, transport of live animals, refrigerated vehicles carrying perishable goods, water transport, vehicles carrying concrete, asphalt and construction materials, roadside assistance vehicles, and transport of dangerous goods on the M-1 national road section from the Debeli Brijeg border crossing through Herceg Novi and Kamenari to the roundabout in Lipci.
The Police also announce additional organisational measures after the ban hours end, including controlled reintroduction of trucks into traffic, supervision of distances between vehicles and actions to prevent congestion on critical road sections.
